Registration tax for resale purchases from a private seller (Imposta di Registro). Default path models second-home / investment-style transfers at an effective ~3% of purchase price. Qualifying prima casa (primary residence) purchases can use a lower proportional cadastral rate — select the owner-occupier profile for the ~2% purchase-price approximation. January 2025 updates (DL 139/2024) emphasise aligning declared price with cadastral value. Minimum tax is EUR 1,000. New-build developer purchases follow the VAT path (often 10% or 22%) instead of this registration stack.
Imposta di Registro (Registration Tax) (Second home) is a flat rate of 3.00% of the purchase price.
Prima casa
Qualifying prima casa (primary residence) buyers can access a reduced proportional registration rate on cadastral value — often cited around 2% versus about 9% for second homes.
In practice that often works out near 2% of the purchase price, but your notary’s cadastral figures are what matter for the deed. Residency, size caps, and occupancy rules apply.

Mortgage Imposta Sostitutiva
Substitute tax on the mortgage loan: 2% of loan amount for second/investment properties (0.25% for primary residence).
Only applies when financing with a mortgage.
